Cardiff also has a school district consisting of two schools: Cardiff School and Ada Harris Elementary. Cardiff has grades K–3, Ada Harris has grades 3–6. Cardiff is part of the highly acclaimed San Dieguito Union High School District.
Cardiff-by-the-Sea, usually referred to as Cardiff, is a relaxed beach community located between Encinitas to the north, Solana Beach to the south and the Pacific Ocean to the west. Encinitas is also located to the east, and a beach and lagoon on its south. With a population of under 12,000, Cardiff-by-the-Sea operates as part of the city of Encinitas, but has its own ZIP code, 92007, unlike the other communities that comprise parts of Encinitas, Leucadia, and Olivenhain.
The modern history of "Cardiff" began in 1875 when the McKinnon family homesteaded on the north shore of the San Elijo Lagoon. In 1909, J. Frank Cullen bought a large tract in San Elijo, had it surveyed, and established streets and lots. In 1911, this former farming community began to develop Cardiff when developer J. Frank Cullen broke ground to build new homes. Story has it that it was Frank Cullen's wife, a native of Cardiff, Wales, persuaded him to name the community, "Cardiff." and in 1914 it was officially called Cardiff-by-the-Sea. Many of the streets in Cardiff bear names this English-born landowner grew up with in his native UK. The names of, "Birmingham," "Oxford," "Chesterfield" and "Manchester" are major streets in this city.
